I have attempted downloading the file using Chrome, Edge and IE. All seem to take the same issues. And after uninstalling/re-installing Java in compatibility manner, naught inverse.

My solution for proper scaling on any Windows version:

Go to C:\Program Files (x86)\Java\jre\bin and detect javaw.exe. Correct click, properties, compatibility tab, check "override high DPI scaling behavior" and select "System" (Annotation that "System enhanced" did not work for me).

At present jar file windows should scale properly with readable text. If non, it might mean that Windows doesn't link jar type files to javaw.eve like it should. A 3rd party fix is bachelor at: https://johann.loefflmann.net/en/software/jarfix/alphabetize.html
